INFORMATION
FIRE COMPANY REGISTRATION PROCEDURES
IN-STATE FIRE COMPANIES
Class registration is an important part of our management process. Knowing how many students will be
attending a class allows us to contract the correct number of instructors for the class. Knowing who is
registering for the class allows us to confirm that they have the correct pre-requisites for those courses that
require them. Having the correct count of students allows us to furnish the correct number of meals when
they are being provided. For a variety of reasons, it is critical that we have the correct information on
sufficient time to act.
Registrations must be made on the form provided by the Delaware State Fire School. Pre-registration
closing dates for weekend classes are on the Friday sixteen days prior to the scheduled class date. Preregistration should be received by the Fire School on or before the closing date. The return date will be on
the cover of the course announcement.
SUBSTITUTIONS WILL NOT BE ACCEPTED.
Telephone registrations cannot be accepted. Faxed registrations are acceptable and must be signed and
properly completed by the Fire Department or organization.
In order to confirm who has been accepted into classes, we will institute a policy of notifying all in-state fire
departments, whether they have students who have applied or not, of who has been accepted into each of the
classes. This notice will come out on the Friday of the week after registration closes (the 8
th
in the previous
example). At that point, one week and a day prior to the start of the class, everyone will know who has been
accepted into the class. You can then notify your members accordingly. As always, we DO NOT accept walkins or substitutions, so it is important you share the registration information with potential students.
OUT-OF-STATE FIRE COMPANIES
Tuition for all courses must be prepaid by out of state students with the pre-registration forms. Absolutely no
walk-ins will be accepted. Registrations will not be accepted without payment.
CANCELLATION POLICY
Cancellations for students who are pre-registered for a course must be received by the Fire School no later than
noon on the Wednesday preceding the scheduled class day. Cancellations received after Wednesday noon will
be considered "no shows" and will be handled in accordance with the NO SHOW POLICY.
Cancellations will be accepted only from the Fire Chief or the authorized Training Officer.
A Cancellation number will be provided and no appeal for contested billing will be allowed if you do not have
a cancellation number.8
DRESS CODE
As times have changed so have some of today’s fashions. The Delaware State Fire School, however, is foremost
an educational facility. With that constantly in mind, the dress code is designed to promote a healthy and safe,
distraction-free learning environment.
No shorts or sleeveless shirts
No flip-flops or open toe shoes
No bare midriffs
Visible body piercings shall be limited to the ear
No dangling earrings shall be worn when performing class evolutions
No exposed jewelry shall be worn with the exception of wedding rings
No sexually explicit logos on shirts
Hats (including bandanas or do-rags) cannot be worn during classroom instruction
Spandex is not permitted
The dress code policy will be enforced for any DSFS class that is held at a center (including New Castle and
Sussex), including In-service classes held at a center. In-service classes held off-site are not subject to this policy.
PLEASE make sure your students coming to classes at the DSFS are dressed properly.
STUDENT BEHAVIOR
The use of tobacco products (including smokeless tobacco) will be limited to designated areas.
Students are expected to be on time for all classes and to remain in class unless excused. In keeping
with sound educational practice, and in fairness to those students who do comply, those who miss the
roll call or who leave during the class will NOT be given credit for that block of instruction.
All students are expected to act professionally and courteously and to show respect to others at all times.
Anyone displaying aggressive or offensive behavior WILL BE REMOVED from class.
Walking on the grass is prohibited.
Students are not to discard trash, cigarettes, etc. on the property except in the designated containers.
Students are to respect the community and not speed, drive recklessly, or sound their sirens in the
vicinity of the Delaware State Fire School property.
Transportation to/from the Delaware State Fire School is the responsibility of the student and/or their
department. Students are not to linger on the property after class has ended.
FINANCIAL RESPONSIBILITY FOR MEDICAL/FIRST AID
TREATMENT
All payments for any and all medical, first aid, and related charges will be the responsibility of the sponsoring
organization.
NO-SHOW POLICY
Students who register for State Fire School courses and do no show up for class on the scheduled date will be
placed on a "hold list" and will not be accepted for pre-registration at future courses. If space is available the
students on the "hold list" will be advised on Wednesday afternoon, three (3) days prior to class time that they
may attend the course.
"No Shows" will be made a part of the students training record.
"No Shows" will be assessed the tuition fee for the entire course. 9
CERTIFICATES
Certificates will be provided for Delaware State Fire School courses. Pocket cards are issued for EMT,
AED/CPR and Emergency Medical Responders. Certificates will be mailed within 10 working days after a class
is completed. Date shown on the certificate of completion will be actual date of the class, not when it is prepared.
STUDENT RECORDS
All training records will be recorded for all courses attended with the exception of some special courses of less
than three hours.
STUDENT DISCLOSURE POLICY
Section 1 - Authority
Under the provisions of 6614, Title 16, of the Delaware Code, the State Fire Prevention Commission has been
given authority to make all rules and regulations necessary for governing the Delaware State Fire School.
Section 2 - Purpose
The purpose of these procedures is to set forth the conditions governing the protection of student privacy as it
relates to the disclosure of training records maintained and supervised by the Delaware State Fire School.
Section 3 - Definitions
1. "Student" includes any individual for whom the Delaware State Fire School maintains a
training record.
2. "Student Training Record" means those training records related to a student and are maintained
by the Delaware State Fire School. The term does not include lesson plans, outline tests, test
keys and other materials used for training the student.
3. "Emergency Medical Technician - Basic" means a student who has successfully completed the
certification requirements for Emergency Care Technician as established by the State Fire
Prevention Commission.
Section 4 - Disclosure of Student Training Record Information
1. The Delaware State Fire School shall disclose student training record information to the
student who is or has been in attendance at Delaware State Fire School Programs.
2. The Delaware State Fire School may disclose student training record information without the
written consent of the student if the disclosure is:
a. To the Fire Department provided the request is made by the Fire Chief and the
student is a member of the Fire Department.
b. To Volunteer Ambulance Organizations, provided the request is made by the Chief
Ambulance Officer and the student is a member of the ambulance organization.
c. To Industrial Organizations provided the request is made by an authorized official
and the student is an employee of the organization.
d. To agencies and institutions, provided the request is made by an authorized official
and the student is an employee of the agency or institution.
e. To state and local officials or authorities if information is specifically required to be
reported or disclosed pursuant to state statute. 10
Section 5 - Right to Inspect and Review Training Records
1. The Delaware State Fire School shall permit the student who is or has been in attendance at
Delaware State Fire School sponsored programs, to inspect and review their training records.
2. The Delaware State Fire School shall permit other organizations to inspect student records
provided written permission has been given by the student or organizations meet the
conditions outlined in Section 4 of these procedures.
Section 6 - Fees
The Delaware State Fire School may charge a fee for copies of the student training records provided the fee does
not prevent the student from exercising the right to inspect those records.
Section 7 - Disclosure of Certified Emergency Medical Technicians
1. The Delaware State Fire School may disclose only that a student is or is not a certified
Emergency Medical Technician to any person or organization making the request for the
information in writing.
2. The Delaware State Fire School may charge a reasonable fee to cover the cost of handling the
request for information.
NOTE: Any student objecting to the release of training record information to the sponsoring
organization without their expressed consent shall be required to so state in writing to the
Director of the Delaware State Fire School, otherwise provisions of this policy will be
followed. 11
DELAWARE EMT-B
The National Registry Emergency Medical Technician (NREMT-B) course meets the Nationals EMS
Education Standards published guidelines. The curriculum provides the student with in-depth knowledge
and skill-based training to appropriately assess, stabilize, monitor, and transport pre-hospital patients.
Students are required to spend time in the clinical setting with actual time based upon student progress.
Students successfully completing this course may sit for the National Registry exam. Upon presentation of
required paperwork, State of Delaware EMT-B certification may be issued to individuals successfully
completing NREMT-B requirements. The EMT must be affiliated with a Delaware EMS provider.
QUALIFICATIONS FOR TAKING DSFS NREMT-B COURSE
Must be 18 years old to register for class
Health Care Provider CPR or its equivalent are required to register for class.
25 seats available in the regular classes, 20 seats available in the accelerated classes.
Completed registration forms will be accepted until class limit is satisfied or deadline date is
reached. You will be notified by email your acceptance into the class.
There is no charge for students sponsored by a Delaware Volunteer Fire Company or Volunteer
Ambulance Company. The cost for the course is supplemented currently by State funding. If a
student withdraws, course material costs will be billed to sponsoring company.
Tuition will be charged to all other students applying as individuals. Payment is due at time of
registration. If student withdraws within first two weeks after the start of class, student will
receive refund less the cost of course materials; at midpoint of class, 50% course cost will be
refunded; and after midpoint, no refund will be given.
A self pay student who becomes sponsored by a Delaware Volunteer Fire Company or
Volunteer Ambulance Company during the course or within 30 days of successful completion
of the course with the sponsoring Company providing a course registration form or a letter of
sponsorship, the student upon written request may be reimbursed the tuition fee at the
conclusion of the program. Cost for course may be supplemented by State funding.
A mandatory state and federal background check must be completed while in the NREMT-B
course. The background check must be performed by the Delaware State Bureau of
Identification and students are responsible for payment. The Delaware State Bureau of
Identification shall forward the background check to the Delaware State Fire School. Students
MAY NOT hand deliver the background check. A receipt that the background check was
performed must be given to the class instructor before completion of course.

Student grades and attendance records will be submitted to the sponsoring agencies Chief Officer
monthly.
The following are current policies and information for the EMT-B course. The Program Manager or
designee, on or before the first block of instruction, will review this information with the students. The
student shall initial each section and sign and date the form. A copy will be made of the form and returned to
the student.
SNOW OR ICE POLICY:
Weeknight Classes:
Classes will be cancelled if State agencies are closed and/or night classes at the Delaware Technical &
Community College campus in your county are closed.
Weekend Classes:
The determination for cancellation of classes on weekends will be made on Friday.
Make-up day(s) will be scheduled at the next class.
911 Centers, when possible, will announce or send by computer any cancellations.

CANCELLATION POLICY:
Weekday/Weeknight/Weekend Classes:
Your class will be cancelled if classes at the Delaware Technical & Community College campus in your
county are closed due to weather. This information will be posted on twitter @ DE_Fire_School. When in
doubt, contact Delaware State Fire School @ 302-739-4773 for class cancellations.
ELECTRONIC DEVICE POLICY:
No student shall use a cell phone or camera while on any EMS call, furthermore the use of cell phones, I
pods, pagers or any electronic devices will not be tolerated in the classroom.
FIELD PATIENT CONTACTS:
Each student is required to obtain a minimum of 10 patient contacts to be eligible to sit for the course final
exam. Scheduling for the field patient contacts and information pertaining to specific rules and regulations
will be reviewed during the course.
IMMUNIZATION POLICY:
Students attending the EMT course are required to receive the Hepatitis B (HBV) Immunization and be
tested for Tuberculosis (TB) prior to attending field patient contacts. It is the responsibility of the student to
ensure they receive all immunizations and test.
It is also recommended, but not mandatory, that students receive immunizations for Measles, Mumps, and
Rubella (MMR), Flu, and Tetanus. 13
I understand that the Hepatitis B immunization and the test for Tuberculosis are required before entering into
the field patient contacts and understand that by not receiving the test and immunizations, I place myself at
risk for a communicable disease. I also understand that by not receiving the test and immunizations, I cannot
hold the Delaware State Fire School or the Patient Contact Sponsoring Company liable for any illness
received as a direct result of not being tested or immunized.
GRADING POLICY:
Homework Assignments are worth 5 percent of the total grade. Quizzes are worth a maximum of 15 percent.
Exams are worth a maximum of 20 percent each.
The Health Care Provider CPR exam (if required), Protocol exam, and Field Patients Contacts are a Pass/Fail
grade. You must successfully complete these to sit for the Final Exam.
Written Exams 1-4 will have a time limit of 1-hour 30 minutes for completion. Final Exam will have a time
limit of 2 hours for completion.
Students are required to have a 70% grade point average or higher, to sit for the Final exam.
Students must successfully complete the Final Exam with a minimum score of 70% to test for practical skills.
The successful completion of both is mandatory to test for National Registry. Initial test for NREMT-B must
be taken within 90 days after completion of the course.
HEALTHCARE PROVIDER CERTIFICATION
All students must have a current AHA BLS for Healthcare Providers certification or an equivalent recognized
by the Delaware State Fire School prior to the start of the course. This requirement must stay current through
the duration of the course and be presented when requested for DE EMT certification.
HONESTY STATEMENT:
Definition: Academic Dishonesty includes cheating, academic misconduct, and plagiarism.
Forms of Academic Dishonesty (extracted from Delaware Technical & Community College Student
Handbook)
1.) CHEATING: An act of deception by which a student misrepresents that he/she has mastered
information on an academic exercise that he/she has not mastered such as: copying from
another person’s exam, using unauthorized materials during an exam, or collaborating during a
test with any other person.
2.) ACADEMIC MISCONDUCT: The intentional violation of Delaware State Fire School
policies by tampering with grades, taking part in obtaining or distributing any part of an unadministered exam, taking a test for someone else or permitting someone else to take a test for
you.
3.) PLAGIARISM: Inclusion of someone else’s work, ideas or data as one’s own work.
DISCIPLINARY PROCEDURES:
1). A Delaware State Fire School Training Administrator and course lead instructor will meet with
the student regarding the alleged academic dishonesty.
2). Upon meeting with the student, the Training Administrator will document in writing the
infraction and submit it to the Director of the Delaware State Fire School for appropriation
disciplinary action. 14
ATTENDANCE POLICY:
Attendance for all blocks of instruction is preferred and highly recommended. Students missing blocks will
not be allowed to make up course work from the missed day (i.e. exams/quizzes/homework assignments).
Any course work will be entered as a “0” and calculated into the student’s final grade. Students attending the
accelerated program are required to attend all blocks of instruction.
HIPAA - Health Insurance Portability and Accountability Act.:
CONFIDENTIALITY: EMT-B student acknowledges that in the course of performing services under this agreement,
the student may come into contact with a patient or other confidential information. Students agree that such information
shall not be used in any way by the student or disclosed to anyone. The student agrees that this paragraph applies to all
employees, agents and/or subcontractors.
HIPAA Guidelines
Cannot see or use Protected Health Information unless it is required for the “job”.
Can only see or use the minimum amount of Protected Health Information that is necessary for a task
Personnel who see or use Protected Health Information in violation of HIPAA have violated federal law.
HIPAA Penalties
$100 fine per day for each standard violation. (Up to $25,000 per person, per year, per standard.)
$50,000 fine + up to one year in prison for improperly obtaining or disclosing health information.
$100,000 fine + up to five years in prison for obtaining or disclosing health information under false
pretenses.
$250,000 fine + up to ten years in prison for obtaining health information with the intent to sell, transfer
or use for commercial advantage, personal gain or harm.
When Can EMS Personnel Use Protected Health Information?
When the individual has signed a valid authorization form.
As specifically permitted or required by law.
In all cases, use reasonable security measures to safeguard Protected Health Information
Information must be secured in all forms
Written information (reports, charts, x-rays, letters, messages, etc.)
Oral communication (phone calls, meetings, informal conversations, etc.)
E-mail, computerized and electronic information (computer records, faxes, voicemail, PDA entries,
etc.)
Violations and Penalty for DSFS EMT-B Students
Violation of Confidentiality while attending the EMT-Basic course may result in immediate dismissal . This
includes any breech of confidential information, field patient contacts, or other associated course requirements.
Students dismissed from the EMT-B course will be required to reimburse the Delaware State Fire School for all
materials.
The Delaware State Fire School Director and Training Administrator will review any violations before the
student is officially dismissed from class 15
DELAWARE EMT-B CERTIFICATION
Successfully complete an in-state approved EMT-B course
Obtain National Registry EMT-B Certification (NREMT-B)
Hold a current HCP card or its equivalent
Provide legible copies of the above certificates along with the completed application for State EMT
certification.
A state and federal background check for a Delaware EMT conducted by the Delaware State Bureau
of Identification (SBI)
Certification as a Nationally Registered EMT is “required” to apply for State of Delaware EMT
certification
Certification as a Delaware EMT is not automatic
All out-of-state certifications, including military, are required to apply through the reciprocity
process.
DELAWARE EMT-B RE-CERTIFICATION
Delaware EMT-B certifications will expire March 31. Re-certification is not automatic. It requires
an application form to be completed by the expiration date of certification to maintain active status
as an EMT-B.

Department of Defense – If a state certified EMT is called to active duty and is unable to complete
re-certification, EMT will have an extension of 90 days after return to complete all requirements for

REINSTATEMENT OF LAPSED EMT-B
EMT-B’s will have up to24 months after their Delaware certification has expired to be reinstated.
Must have current 24 Hour Refresher class dated no later than April 1 of the time period during lapsed
certification. (example: Expired March 31, 2007 – Refresher must not be dated before April 1, 2005)
Must have current Healthcare Provider card
Must complete State and Federal background per Regulations by Delaware State Bureau of
Identification.
If more than 24 months, follow Reciprocity procedures.

BACKGROUND CHECKS
Delaware Law mandates State and Federal background checks for anyone wanting to become a
Delaware EMT-B.
o New Students taking course for the first time
o Out-of-State EMT’s looking for reciprocity
o Delaware EMT’s that have had their certification expire or revoked
Must be completed by Delaware State Bureau of Identification
o Exception: University of Delaware – Completed by their Police Dept.
DSFS will no longer provide vouchers for payment of Background Checks. It is the responsibility of
the individual/student to pay the State Bureau of Identification for their Background Check.
Reimbursement to the individual/student shall be handled by the individual companies. The State
Bureau of Identification will not bill individual companies.
Backgrounds are mailed to the Director and filed by the Director
No backgrounds can leave the Fire School. The individual may review them with the Director. Copies
shall not be provided.
Director will forward names of individuals that have passed the background check to the Program
Manager. Director or designee will mark the background complete in the computer system.
Background checks are valid for six months after they are completed with the Delaware State Bureau of
Identification. Background checks are kept on file at DSFS for two (2) years. After two years they are
destroyed. 17

GENERAL INFORMATION
Purpose: The National Registry Emergency Medical Technician (NREMT-B) course meets the Nationals EMS
Education Standards published guidelines. The curriculum provides the student with in-depth knowledge and
skill-based training to appropriately assess, stabilize, monitor, and transport pre-hospital patients. Students are
required to spend time in the clinical setting with actual time based upon student progress. Students
successfully completing this course may sit for the National Registry exam. Upon presentation of required
paperwork, State of Delaware EMT-B certification may be issued to individuals successfully completing
NREMT-B requirements. The EMT must be affiliated with a Delaware EMS provider.
Content: This course provides the student with in-depth knowledge and skill-based training to appropriately
assess, stabilize, monitor, and transport the pre-hospital patient. Successful completion of this course will
include passing a state approved practical and written exam (Note: the State of Delaware uses the National
Registry written/practical exam as the state approved exam).
Audience: This course is intended for those individuals who respond to pre-hospital situations and must
manage, treat, and transport the patient to an appropriate medical facility.
Prerequisites: Must be at least 18 years old at registration and have current certification in Healthcare Provider
CPR/AED or equivalent and produce a legible copy at registration.
Mandatory background check: All personnel taking the EMT full course will be required to have a State of
Delaware and Federal Background check. This must be completed before patient contact begins.
Tuition: No tuition for initial class (In-state volunteer fire and ambulance companies only; $700.00 for all
others payable before the first night of class. Class includes course textbook and a National Registry testing fee.
Class Limits: Minimum 10; Maximum 25 for the full class, 20 for the accelerated class. Completed
registration forms will be accepted until class limit is satisfied or deadline date is reached. You will be notified
by email of your acceptance into the class.

GENERAL INFORMATION
Purpose: The course objective is to refresh/reinforce didactic knowledge and practical skills of the EMTBasic, with the most current state protocols/standing orders presented.
Content: For EMT’s renewing their certification, this course satisfies the 24 hour refresher and skills
proficiency requirement necessary to maintain your state and national certification. Students will be required to
take a multiple choice test, a protocol test on the most current approved protocols/standing orders and practical
skills test during the course to complete the State of Delaware and national requirements for re-certification.
Students must successfully complete all phases of the testing process to be issued a certificate.
Audience: This course is intended for any individual currently certified as a State or Nationally Registered
EMT.
Prerequisites: Must hold a current EMT certification or have completed a DOT EMT curriculum.
Tuition: No tuition for Delaware Certified EMT’s affiliated with in-state volunteer fire and ambulance
companies. All others $125.00

Prerequisites: Must hold a current Emergency Medical Technician certification from another State, be a Nationally Registered EMT
and have a current Healthcare Provider (CPR/AED) Certification or equivalent.
Mandatory background check: All personnel seeking reciprocity will be required to have a State of Delaware and Federal
Background check. This must be completed before you are granted Reciprocity.
Tuition: There is a $50.00 administrative/application processing fee and the pre-registration form must be accompanied by the
Reciprocity Application.

DELAWARE EMT-B CERTIFICATION
Through Reciprocity
Individuals seeking reciprocity from another state must complete the following:
DSFS Application – Must have live signatures
Copies of current National Registry Card, current State EMT card, and current Healthcare Provider Card.
Be a member in good standing with an approved Fire Company/Department or Private Ambulance Company in the State of
Delaware.
Complete the Verification of EMT Certification form and have their current state complete their portion. Verification of
certification must be mailed directly from the current certifying state.
Complete and pass a State of Delaware and Federal Background Check. (Valid for six months)
Complete the DSFS Reciprocity Class, which consists of Delaware Protocols, Protocols Quiz, Practical Skills evaluation and
a final exam. Registration for the course must be received with the Application for Reciprocity.
If no Delaware Driver’s License, submit a color photograph and signature by hardcopy, CD as .jpg file or email.
Certification expiration will coincide with the NREMT certification expiration date.
Expiration of State card will be March 31 (The same as National Registry)

GENERAL INFORMATION
Purpose: This course provides the student with the basic life support skills and knowledge to assess, stabilize,
and monitor the pre-hospital patient.
Content: As an Emergency Medical Responder you will play an important role in initial patient care with
trauma and medical patient care, semi-automated external defibrillation (AED), vital signs, airway management
and oxygen therapy. You will work collaboratively with EMT’s and paramedics in the pre-hospital setting.
Audience: This course is intended for those individuals who respond to pre-hospital situations and must
manage the patient until EMS units arrive or the patient can be transferred to individuals with more advanced
levels of training.
Prerequisites: Must be 16 years of age
Certification: Personnel successfully completing the 40 hour course will be certified as a Delaware
Emergency Medical Responder for a two (2) year period.
Tuition: $125.00 for In-State volunteer Fire and Ambulance Companies; All others In-State $295.00/Out-ofState $350.00
